CDM Regulations
WWA are corporate members of the Association for Project Safety and provide the full range of services required of the CDM Coordinator (CDM-C) under the Construction (Design and Management) Regulations 2007.
Our professional staff have extensive experience and expertise in the field of construction health and safety and are competent to advise clients, consultants and contractors on their respective obligations and duties under the Regulations.
CDM 2007 took effect on 6 April 2007 [replacing the earlier 1994 Regulations and the 1996 Construction (Health, Safety and Welfare) Regulations] with the following objectives:
- Improved planning and management.
- Early hazard identification.
- Target effort where most effective.
- Discourage unnecessary bureaucracy.
The ‘New’ Regulations place more onerous burdens on CDM-C’s and Clients; until a CDM-C is appointed the Client is deemed to be the CDM-C.
A Client may delegate to his CDM-C but cannot abrogate his ultimate responsibility to ensure:
- The competence and adequate resources of his team.
- That pertinent pre-construction information is collected and passed to those parties that require it.
- That the CDM Coordinator is appointed early.
- Sufficient time is allowed for design, planning and contractor mobilisation.
- That members of the team continue to communicate and cooperate.
- That the Contractor has suitable management arrangements for the project.
- That adequate welfare facilities are available.
Deliverables:
- Advising clients of duties arising from the Regulations.
- Statutory notifications to HSE.
- Review of Designer’s competence & allocation of resources.
- Monitoring design process/identification of hazards/risks.
- Preparation of Pre-Construction Information.
- Evaluation of Construction Phase Health & Safety Plan.
- Ongoing liaison with Contractors/Designers during construction phase.
- Preparation of Health & Safety File at completion.
- Advising of ongoing obligations under the Regulations.
Asbestos Surveying
A duty to manage asbestos in non-domestic premises was introduced in the Control of Asbestos at Work Regulations 2002; Duty holders under the regulations must investigate their premises for asbestos and implement an asbestos management plan to prevent their employees or visitors, being exposed to asbestos.
When undertaking refurbishment works or maintenance, clients must provide their CDM Coordinator with information about their property which is pertinent to health and safety; this includes identifying any asbestos present on site.
The HSC are currently consulting on revisions to the Regulations, the Control of Asbestos Regulations 2006 are due to come in force later this year, accordingly all our asbestos surveyors are updating their competency to advise on the requirements of this new legislation.

- Advising clients of duties arising from the Regulations
- Undertaking Type 1 and 2 surveys (for asbestos management)
- Undertaking Type 3 surveys (Pre-refurbishment/demolition)
- Preparation of asbestos management plans
- Ongoing monitoring of asbestos condition
- Procurement advice, specification preparation and Contract Administration for asbestos removal / remediation works
